Even if an enemy was very agile or whatever, in XCOM 1 they moved a lot of tiles in 1 turn but you wouldn't get lower hit percentages for no reason (like with chryssalids). The RNG in XCOM is a meme but I think XCOM 2 got it wrong.

If you move, it only affects if your chance to hit changes. For example, if your chance to hit was 45% in one position and 45% in another, the same result will always happen. In XCOM: Enemy Unknown, the game mechanic that determines whether any given shot will land on your target is based on the sum total of a number of variables. Some work for you, some work against you, but all are additive: if you're told that shiny new rifle gives you a +10% Aim, then indeed your final chance to hit simply goes up from eg 65% to 75% when using it.
We all know this is a thing with XCOM. But I've found that if you switch the words Miss and Hit, you will be far less annoyed when you see that 91% chance to "hit". Or perhaps it means "Chance to hit air/trees/coffee cup/penguin on another continent". This frustrated me in the previous XCOMs and it's no less frustrating now.
